Selectmen's Meeting January 2, 2007

Present: Dodi, Chris, Brian, Marti, Beth from K.J.

  1. Read and accepted Minutes from last meeting with amendments.
  2. Prepared and signed Warrant #25. (Last one of 2006)
  3. Went over and signed Warrant #1. (First one of 2007) Prepared by treasurer.
  4. Began work on the Annual Town Report. Will begin contacting organizations for their reports, etc.
  5. Prepared a letter to authorize Dan Onion to be our representative and speak with Kyes Insurance and others in all matters concerning the town insurance policies.

Selectmen's Meeting January 9, 2007

Present: Dodi, Chris, Brian, Steve Lilley, Linwood and John Archard

  1. Steve came in to ask what dates the community room needed to be set aside for the informational town meeting concerning the law suit against the town and when the vote will be.
  2. Linwood reports the roads are freezing and thawing repeatedly. This is causing a lot of damage to our roads. Linwood would like to post the roads. This will help when the roads are soft. We agreed with Linwood. He will post all dirt roads.
  3. John Archard reports that Robert Ames has paid his fines and cost concerning violations of the Shoreland Zoning Ordinance. $200 Fine, $150 Cost.
  4. Next Wednesday, January 17, 2007 we will have an informational meeting on the D&C Hall Logging vs. Town of Vienna Law Suit proposed settlement. The Special Town Meeting to vote on the proposed settlement ($15000) of the case will be the following Tuesday, January 23, 2007. Both meetings will be at 7:00 P.M. in the Community Room. Our attorney, Stephen Langsdorf will attend, and we have asked Alan Williams to moderate. Dodi has sent out a flyer to the townspeople with all the information about the two meetings.

Selectmen's Meeting January 16, 2007

Present: Dodi, Chris, Brian, Marti, Steve Lilly, Stanley Webster, Linwood, Stephen Hopkins CPA, Town Auditor

  1. Read Minutes from January 9th . Accepted with changes.
  2. Went over and signed Warrant #02.
  3. Stanley Webster brought in the citizens petition from the snowmobile club for a Town Meeting article requesting $1000 – for trails. This will be forwarded to Connie to verify signatures.
  4. Linwood reports that since dirt roads have recently stayed frozen he did not post the roads. He will keep track of freezing and thawing.
  5. Dodi reported that she met with Laura Reville who loaded the templates for the Annual Town Report into the computer at the Town House. We will do the editing but Laura said she will help us if we need it before we go to print. Everything goes to the printer camera ready.
  6. Patricia LaVallee sent in a letter of resignation as Town Health Officer effective February 1st . Betsy Bransky will take over this position in February.
  7. Stephen Hopkins presented us with the final draft of the 2005 audit. We went over a few points and signed the acceptance letters. We also discussed when we will receive the 2006 audit. Stephen says as long as we get our financial reports to him in the next few weeks and everything goes well, we should have the 2006 audit by Town Meeting.

  2. Adjourned for Special Town Meeting at 6:20 p.m.
  3. Reconvened at 7:55 p.m.
  4. The article at the Special Town Meeting to settle the law suit of D&C Hall Logging vs. Town of Vienna et al. was voted down. We are going to court.
  5. Began work on the Vienna Town Warrant for our March Town Meeting.

Selectmen's Minutes February 6, 2007

Present: Dodi Thompson, Chris Smith, Brian Church, Marti Gross, Linwood Meader

  1. Read Minutes from 1-29-07. Accepted with changes.
  2. Chris called Kristen Collins at MMA concerning the ATV Clubs gaining access to McGaffey Mountain Road . Ms. Collins has informed Chris that unless a road has been declared abandoned before 1965 that the road is still considered a public right of way. Chris will file the information received from MMA on file, and will give a copy of the info to Chris Courier.
  3. Accepted and signed Warrant #3.
  4. Ernestine Emery came in to go over the cemetery budget for the town report. The Cemetery Committee is requesting $5500.
  5. Dan Onion, Wayne Whittier, and Lidie Robbins from the Lakes Committee came in to go over the Lake Warden budget for the town report. They are requesting $1500 plus carry the balance.
  6. Went over year end road figures with Linwood. Selectmen agreed to ask for increases in all Road Accounts.

Selectmen's Minutes February 13, 2007

  1. Read Minutes from 2-6-07. Accepted with changes.
  2. Went over the final draft of Vienna Town Warrant. The requested 2007 Budget comes in at $51,420 over the 2006 Budget.
  3. Received York Hill Surveying Proposal to update and maintain the towns tax maps. Cost not to exceed $925.00 for regular work. Selectmen voted to accept the proposal. Dodi will contact Creston Gaither in writing.

Selectmen's Minutes February 20, 2007

Present: Dodi Thompson, Chris Smith, Brian Church, Marti Gross, Linwood Meader, Steve Lilley

  1. #81 Fire truck, 1991 Ford has failed its pump test. The 1250 G.P.M. pump is now only pumping around 850 G.P.M. (about 68% capacity ). The cost of this rebuild could be as high as $18,000. If the gear case is good this cost will drop. There are no immediate plans for repair. For now the truck will only be used for hauling water and pumping water into other trucks when called to a fire. The selectmen received a copy of the full report from Reliance Equipment.
  2. Read Minutes from 2-13-07. Accepted with changes.
  3. Dodi reported that she delivered the draft of the Town Report to Pettengill Printers in Leeds on Monday.
  4. Dodi attended the Town House Committee meeting on 2-19-07. The Committee has voted to hire the architectural firm of Holt & Lachman to go forward with plans for preserving the Town House and possible additions. The committee has requested that the selectmen put the responsibilities of the town house committee in writing. The following people are now appointed to the committee: Chair Norma Wing, Helen Wilkey, Peg Lang, Sue Burns, Judy Dunn, Barbara Gilman, Jim Gajarski, Gloria Kelley, Edwin Kelley, John Derbyshire, Lisa Goucher and Bob Bassett.
  5. Warrant #4 accepted and signed.

Selectmen's Minutes March 6, 2007

Present: Dodi Thompson, Chris Smith, Brian Church, Marti Gross, Linwood Meader, Beth Evans from the K.J.

  1. Accepted and signed Warrant #5.
  2. Tim and Gail Seamon came in to check on a parcel of land that Tim bought from Frank and Kathy Berry. The deed was recorded after April 1st of 2006 so the name change has not been done yet.
  3. Dodi and Marti did the LD1 worksheet to determine the tax levy limit for 2007. That figure is $211,584. If the requested budget is approved we will be going over the property tax levy limit by $48,160. This will be voted on in article #5 at Town Meeting.
  4. It was agreed that Chris Smith will look for a floor buffer (community room) at the State surplus store in Augusta. If he does not find one before town meeting he will get a one time rental and continue to check surplus.
  5. The SAD #9 School Board of Directors, by a vote of 10 in favor and 0 opposed, have adopted a resolution opposing Governor Baldacci's school reorganization plan. Copies of the six point resolution are available at the townhouse.

Selectmen's Minutes March 13, 2007

Present: Dodi Thompson, Chris Smith, Brian Church, Donald Tibbetts, Connie Smith, John Sexton, Jeff Lunsford, Mike Rogers, Ernestine Emery, Lionel LaLiberte, Harold Bean, Marilyn Bean.

  1. Donald Tibbetts was sworn in for a three year term as Animal Control Officer. The new contract with the Franklin County Animal Shelter was signed.
  2. Minutes from 3-6-7 were accepted with changes.
  3. John Sexton, our assessing agent, was in to give the selectmen an update. He plans to have the revaluation completed by May 15th .
  4. Members of the Cemetery Committee were in to discuss their plans for the year. They requested any fill that we get from ditching. We see no problem with this: Chris will let Linwood know. There was a discussion about cemetery maintenance, mowing, trimming, etc.
  5. Mike Rogers and Jeff Lunsford from the Maine Taxation office were here to do the sales ratio analysis on all property transfers for the last year.

Selectmen's Minutes March 20, 2007

Present: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader, Steve Lilley, Marti Gross, Norma Wing, John Archard

  1. Linwood reports that two culverts have sunk. He has marked them and filled them with gravel.
  2. Approved and signed Warrant #6.
  3. Norma Wing, Chair of the Town House Committee came in with the agreement between Holt and Lachman, Architects and Planners and the Town of Vienna , which was signed. The agreement is for a three phase plan for the Town House.
    • Maintenance and preservation plan.
    •  Master plan-near future, safety improvements, bathrooms, etc. •
    •  Master plan-long term future, possible addition, etc.
  4. John Archard came in to give selectmen a copy of the District Court Hearing on the Town of Vienna vs. Ridgley Fuller/Bradley Googins. The court ruled in the town's favor that the treehouse must be removed. John also brought in a letter from Attorney David Sanders stating that the tree house has been removed. Fuller/Googins have paid all costs and fees connected with this ordinance violation.
  5. Read minutes from March 13th. Approved with changes.
  6. Selectmen agreed to seek a Tax Anticipation Note from TDBankNorth.

Selectmen's Minutes March 27, 2007

  1. Selectmen went over the Tax Anticipation worksheets and application. The TAN will be for $100,000 at a rate of 4.09% with a due date of December 31st.
  2. Brian reported on a meeting he had attended about regionalization of dispatching which will affect the Vienna Fire Department. There will be a meeting held sometime in April for all Fire Departments and town officials in our mutual aid group to discuss this further.
  3. Chris reported that the Stream Road is closed to all through traffic except those who live on the road.
  4. Read minutes from March 20th. Approved with changes.
  5. Approved minutes of tonight's meeting so they can appear in the newsletter.

Selectman's Meeting - April 3, 2007

Present: Dodi Thompson, Chris Smith, Brian Church Steve Lilley, Linwood Meader, Misty McKechnie, Richard Nystrom.

  1. Linwood reports that the frost is working out of the roads. He has worked on the Stream Road , Besse Road and Kimball Pond Road .
  2. Dodi, Marti Gross, treasurer and Connie Smith, clerk, signed the Tax Anticipation Note today for $100,000.00. The money will be available by April 9 th or 10th.
  3. IRS Auditors have informed us that the town needs to have written contracts with all independent contractors who do ongoing work for the town, i.e. mowing, snow shoveling, cemetery maintenance, etc.
  4. Reviewed and signed warrant #7.
  5. Richard Nystrom came by to discuss his taxes and other issues.

Selectman's Meeting – April 10, 2007

Present: Dodi Thompson, Chris Smith, Brian Church Steve Lilley, Linwood Meader.

  1. Selectmen signed letter from Stephen T. Hopkins accepting the 2006 audit.
  2. Linwood reports the roads are still slowly drying out. He will leave the Stream Rd. closed except to local traffic for another week.
  3. Brian will be attending the mutual aid meeting in Mt Vernon to discuss our future radio communication options.
  4. Our TAN was approved and in place by April 9th .
  5. Chris met with a representative from Inland Fisheries & Wildlife to clarify the ownership of the Rt. 41 boat landing. It is owned by D.O.T.
  6. Linwood reported two more snowplow turnarounds – one on Mason Rd. and one on Cross Rd.

Selectman's Meeting – April 17, 2007

Present: Dodi Thompson, Chris Smith, Brian Church, Marti Gross, Steve Lilley, Linwood Meader, Beth Evans from KJ

  1. Linwood reported on the road damage from yesterday's big storm. They started on Mountain Road Monday morning to clean ditches, and then moved on to top of Stream Rd. There was a wash out from run off from new field on Tower Rd. He had to bring in the excavator and trucks to repair the lower section of the Stream Rd. Kimball Pond Road washed out near the Jesse Ladd Rd. Jesse Ladd Rd. washed out on the steep part. Ithiel Gordon Rd down to Parker Pond boat landing washed out and undermined the Tower Rd. All roads are passable but there is much more work to be done. Chris and Jr. will be contacting FEMA.
  2. Steve reports that the Fire Department has two (2) sump pumps missing in action – they were loaned to townspeople for an emergency. Also the Chiefs Steve, Brian, Pete Byrnes, and Mark Holmes are looking into how we can best repair our fire truck “81”. We currently have $5300.92 in the Fire Department capital improvement reserve account.
  3. Reviewed and signed warrant #08.
  4. The selectmen filled out a survey from Maine Power options on how many and what type and what size fuel tanks we have in town.

It was brought to the selectmen's attention that we need to get information on our website and in a newsletter about how someone would get into the community room during a power outage or other emergency. Brian will talk with the fire chiefs and then write something up and get it to Norma Wing.

Selectman's Meeting - April 24, 2007

  1. Donald Tibbetts, Animal Control Officer, came in to warn us about a rise in rabies in the area. He will be getting posters from the state to put up. He also wanted to know about hiring someone to go out with him at night if it involves a rapid animal. They would be paid out of the Animal Control Officer's Salary. Chris and Brian agree with this.

Selectman's Meeting – May 1, 2007

Present: Dodi Thompson, Chris Smith, Brian Church, Marti Gross, Steve Lilley, Linwood Meader, Beth Evans from KJ

  1. Linwood reports that we spent approximately $40,000.00 to repair our roads after the “Nor Easter” on April 16th , known as the “Patriots Day Storm” by FEMA.
  2. Richard Nystrom and Misty McKechnie are having a mud-run at their place in June. Steve wanted to know the town's policy on making a fire truck available for this event if such a request is made by Mr. Nystrom. The selectmen have advised Steve that we would have to set the fees for the truck and the firefighters to man it.
  3. Reviewed and signed Warrant #9.
  4. Linwood asked about having a mail slot put in the town house. We will discuss this with the town house committee.
  5. The Comprehensive Planning Committee sent us a copy of the public opinion survey for us to look at and make comments.
  6. Dan Onion has sent in a copy of the budget for the lake warden account for the selectmen's approval. He also sent along minutes from their last meeting.
  7. We have received a copy of the 2007-2008 SAD #9 Budget which will be voted on June 12th .

Selectman's Meeting – May 15, 2007

At the meeting: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader, Barry Emery, Marti Gross, Beth Evans, KJ.

  1. Read minutes from May 1st. Accepted with changes.
  2. Received a letter from York Hill Surveying with an estimate (not to exceed $2000) for doing a topographical map survey of the town house property. We will pass this along to the Town House Committee.
  3. Dodi reported that she met with the assessor, John Sexton, today. He should be done with the field work in about ten days. We should get another update from him later this week.
  4. Linwood and Chris reported on the meeting with FEMA and MEMA in Augusta on the “Patriot’s Day Storm”. A representative from FEMA will be coming to Vienna to go over the road damage and repairs.
  5. Linwood reported that we need a few road sign replacements. They are for Besse Rd., Stream Rd. and a new stop sign.
  6. Linwood also reported that some items put out for Bulky Pick-up on Davis Road were not picked up. Dodi will call Riverside Disposal about this.
  7. Penny Morrell came by to introduce herself as the Republican candidate for the State Representative seat which was held by the late Abby Holman. Deane Jones is the Democrat candidate.
  8. Reviewed and signed Warrant #10.
  9. Chris and Dodi pulled the property cards for the 2007 changes.

Selectmen’s Meeting - May 29, 2007

At the meeting: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader.

  1. Linwood reports that he is still waiting for FEMA to contact him to go over the road damage from the “Patriot’s Day Storm”.
  2. We need to order a new sign for Trask Road. The town seems to have an ongoing problem with road sign theft.
  3. Linwood will be clearing and chipping brush along the sides of the roads.
  4. Dodi reported that Riverside Disposals did not pick up two snowmobiles put out for Bulky Pick- up because the gas tanks were intact and had gas in them. They will not pick up demolition debris either. Someone had put out some torn out cabinets, but they were picked up by another resident who wanted to use them.
  5. Selectmen reviewed a letter and documents received from Attorney Langsdorf pertaining to the Hall vs. Town of Vienna lawsuit.

Selectmen's Meeting - June 5, 2007

At the meeting: Dodi Thompson, Chris Smith, Junior Meader, Steve Lilley, Marti Gross, Wayne Whittier, Dan Onion, John Archard, Beth Evans.

  1. Road Commissioner Report: He will use reclaim on Egypt Pond Rd until the town can afford tar, which is estimated at $1000 per load. Junior reported that someone had used our sand pit for 4 wheeling. We will put up signs – No trespassing - no ATVs or off road vehicles. There was a question on the damage to the turnaround on Mason Rd. Chris stated that the town owns up to the Mason's driveway. Junior reported that all the road sides in town had been cleaned and the brush was chipped.
  2. The 2006 audit has arrived from auditor Stephen Hopkins. Copies are available at the town house.
  3. Selectmen received a copy of letter from a resident regarding a variance on their property. The original letter was sent to Jim Anderberg, Chairman of the Board of Appeals.
  4. Decision on tax bills: The Assessor will not be done with the field work until sometime in July due to a family health issue. The selectmen voted unanimously to send out the 2007 tax bills with our current valuations. The revaluation figures will not be in place until the 2008 tax bills. The first estimated tax bill will be sent this month as soon as all the regular changes, transfers and tree growth figures, etc. are entered.
  5. Selectmen received a letter from Attorney Langsdorf regarding upcoming Hall vs. Vienna trial, stating that it will not be a jury trial. The date will be set for later this summer.
  6. Warrant #11 was reviewed and signed.
  7. Wayne Whittier and Dan Onion of the Vienna Ponds Preservation Committee discussed several issues. They reported that there was interest among the lake groups to form a 5013c non profit corporation group including towns along the 30 mile river. This would be a collaborative multi town group sharing their resources. Fayette would like to make a donation of $1500 to the Town of Vienna designated for the Lake Warden Account. Matt Moore, our current Lake Warden has told us that this will be his last year. Future Lake Wardens could be employed by the corporation. Echo Lake Association would like to give money to have inspections at the boat launch in Mt Vernon. It was agreed that we would hire one or two more inspectors at the current rate of $7.50 and long as the money was in the budget. This rate needs to be approved at town meeting. Hours will be tracked for each pond. It was suggested that since the Kennebec Land Trust owns property on Parker Pond that they might be able to help the corporation with legal issues.
  8. John Archard, CEO spoke to the selectmen in Executive Session on a recent cutting violation in the shore land zone on Mill Pond. He had a proposed settlement which he will present to the violators.

Selectmen's Meeting - June19, 2007

At the meeting: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader, Jr., Marti Gross, Steve Lilley, Beth Evans from KJ.

  1. Floyd Stevens came in to pick up his deed transfer paper work from us.
  2. FEMA has still not been to Vienna yet to go over the Patriots Day Storm damage. Chris will contact them to see when they are coming up.
  3. Linwood reported that a new stop sign is up on the Bean Rd. Also the new speed limit signs are ready to put up.
  4. Linwood, Chris, and Lenny will be meeting with Mike Mason to discuss the turn around area on the end of the Mason Rd.
  5. Reviewed and signed Warrant #12.
  6. The selectmen and fire chief discussed getting engine “81” pump fixed. We have approximately $5300.00 in our repair account. The Fire Department figures they can spend $5000 out of its current year's budget. It was agreed to set up a special town meeting to approve appropriating up to $5000.00 from surplus to fix the pump. Estimated repairs will be from $10,000 to $14,000. The special town meeting was set for July 24 th with an informational meeting on July 17th.

Selectmen's Meeting - July 10, 2007

Present: Dodi Thompson, Brian Church, Linwood Meader, Jr., Ernestine Emery, Rachel Meader, Beth Evans from KJ.

  • Reviewed correspondence.
  • Reviewed price quote from Morton Salt for winter salt – $59.17 per ton. The town averages about 225 tons per year. 2006 total was $13,313.25.
  • Received notice from the Department of Transportation that Vienna will receive $28, 868 this year from the Urban-Rural Iniative Program which will go to the Paving Account. This is paid in 4 installments- September, December, March and June.
  • Reviewed minutes of the “30 Mile River Watershed Association” meeting on July 2. Included was their “Purpose and Plans”. The Association includes the following towns: Vienna, New Sharon, Mt. Vernon, Fayette, Chesterville, Leeds, Wayne and Readfield, Lake Associations of Kimball Pond, Flying Pond, Parker Pond, Echo Lake, Lovejoy Pond, David/Basin/Tilton Ponds, Pocassett Pond and Androscoggin Lake, and the Kennebec Highlands Land Trust.
  • Rachel Meader notarized a deed for a cemetery plot.

Selectmen's Meeting - July 17, 2007

Present: Dodi Thompson, Chris Smith, Brian Church, Marti Gross, Barry Emery, Linwood Meader, Jr., Beth Evans from KJ.

  • Sign up sheets will be available August 1 for chimney cleaning by the Vienna Fire Department. Donations are welcome.
  • Warrant for special town meeting on July 24th was posted. Alan Williams will be asked to serve as moderator.
  • Selectmen officially accepted the donation of new kitchen cabinetry in the Community Room kitchen. The cabinets were donated by Vienna Fire Department, Inc. They were installed by Bob Bassett and Roger Reville.
  • Christine Crichton stopped by to review her property card.
  • Meeting adjourned to the informational meeting at 7:00 at the Community Building.
  • Selectmen returned to the town house to continue their meeting. Discussed getting bids for roadside mowing.
  • Dodi reported that the Town House Committee accepted a bid from Maranacook Masonry to top off the Town House chimney and repair flashing, total $1155. Selectmen approved.

    B. Tower Rd. 300 ft. x 10 ft. (repair) Grind & Pave $3,771.18

    C. Davis Rd. 2600 ft. x 20 ft. Grind & Pave $44,177.22

    1. Total: $65,844.73

    This project will begin around the last week in August.

  2. Linwood has been busy making repairs to the Jesse Ladd Rd., Kimball Pond Rd. and Egypt Pond Rd. He also reports that we need to do some ditching on the Tower Rd. near Wayne Whittier's place.

  4. Helen Wilkey came in to ask us for a road sign catalog. We gave her toll free # to the White Sign Co (online catalogue). Helen, a member of the Town House Committee, was given the new topographical map of the Town House lot, recently done by Yorkhill Surveying. She was also given a copy of the revised estimate for chimney work. It was determined that the top of the chimney did not need to be replaced. Dodi reported that the Maranacook Masonry, Inc. had finished repointing a portion of the Town House chimney and replaced the flashing earlier that day.
  5. Steve & Brian reported that Truck "81" has been delivered to Reliance Equipment and the repairs have been started. The repairs should be finished by August 17 th .

Selectmen's Meeting - August 14, 2007

  1. The town received its first check for reimbursement for road repair
    from the "Patriot's Day Storm" - $25,979.48
  2. The selectmen have agreed to offer Emery Enterprises the forth year
    option on his snow removal contract for off road plowing.
  3. Steve & Brian expect that we should get Fire Truck "81" back in town by August 17th. The cost of the repairs will require that we take some money from surplus as voted on July 24th .
  4. Opened & went over mail.

Selectman's Meeting - August 21, 2007

  1. Read & accepted minutes from the August 7 and August 14, 2007.            
  2. Linwood reports that most of the roads have been patched. A couple of places are not patchable at this time. The Mason Rd. has been ditched, a new culvert put in and is ready for paving. The Davis Rd. is being prepared for paving.  (Note: most of the culverts we are now installing are made of plastic to avoid rusting). Linwood is getting prices for new culverts.
  3. Reviewed and signed warrant # 16.
  4. Barry Emery has agreed to take the "fourth year option" on his off road snow removal contract with a 3% cost of living increase. The amount is $3973.74 for the 2007-2008 season.
  5. Steve Lilly reports that firetruck "81" is back in service after the repairs to the pump.
  6. Selectmen went over budget figures for the 2007 tax committment.

Selectman's Meeting - August, 28 2007

  3. Bob Weingarten stopped in to go over his current land assessment and to get the 2007 tree growth tax values as set by the State of Maine for Kennebec County .    
  4. Selectmen worked on the 2007 Municipal Tax Rate Calculation Form to set our mil rate. The official tax commitment will be done in September.
  5. Brian reported that Rebekah Church has agreed to serve on the SAD 9 Reorganization Planning Committee.

  1. Doug & Rick Moore stopped in to go over their property card and tax bill for 2007.

  3. Went over the road budget with Linwood, looking at the balances on the road accounts for the rest of the year.
  4. Pike Industries has now informed us that they will begin Vienna's paving project on Oct. 1st.

Selectmen's Meeting - September 25, 2007

  1. Minutes of 9/18 approved.
  2. Discussion of ditching on Kimball Pond Rd (in preparation for paving a section
    past Jesse Ladd Road). Pike Industries still on schedule to begin paving work the first week of October.
  3. Chris reported that the town has now received all of our money from FEMA for the April 2007 Storm related road damage. We will receive the 15% share from the state after all projects have been completed and the reports have been submitted.
  4. Selectmen agreed to authorize the Comprehensive Plan Committee to extend their contract with State Planning Office to go through May 2008. Work will soon be completed of the Comprehensive Plan, and final approval will be voted on at March Town Meeting.

Selectman's Meeting - October 2, 2007

  1. The paving of our roads has started with Pike Industries doing the work. Most of the "grinding is done. There is a little more grinding to do on the Kimball Pond Rd. This will be completed after "Dig Safe" comes and checks out the road.
  2.  The selectmen have been getting some phone calls about the increase in the second tax bill. We must remember that the first bill is an estimate only. We can only finalize the mil rate after we receive the school budget and our percentage of valuation as set by the State. 
  3. We received (from the Maine Municipal Association) the "General Assistance    Ordinance Appendices" for 2007. These are yearly changes in the monetary guidelines used to determine General Assistance eligibility. We will vote to accept or not accept these changes at our next meeting on October 16th .
  4. Reviewed and signed Warrant #19
  5. Linwood asked Brian if the Fire Department could help him with a plugged culvert on the Jesse Ladd Rd. Brian said that the Fire Department will try and unplug it Thursday night, October 4th during their meeting.

  1. Opened and went over mail.
  2. Linwood reports that he has talked to the paving company (Pike Industries) and they said that the work should be completed in Vienna by October 19th. He also reported that he will fill all the pot holes at the bottom of Mountain Road.
  3. Selectmen went over the Comprehensive Plan Account budget with treasurer Marti Gross.
  4. Adjourned to attend the Comprehensive Plan Committee meeting at 7:00 at the Community Building .

Selectman's Meeting - October 16, 2007

  1. Linwood has been in constant communication with Pike Industries, the paving contractor. The paving equipment has started arriving in Vienna so the paving should begin this week. Linwood also reports he has been working on the Kimball Pond Rd and the Mountain Rd.
  2. Read & accepted Minutes from October 2nd and October 9th .
  3. The Selectmen have received Grant information from The Maine Emergency Management Agency.   This info has been passed along to the Fire Department.
  4. The Town of Vienna has received a sign and Certificate of Recognition from Northstar EMS and Franklin Memorial Hospital stating that Vienna is a "Heart Safe Community". Brian will display them in the Community Room.
  5. The Selectmen voted to accept the new "General Assistance Ordinance Appendices" for 2007 & 2008.
  6. Reviewed and signed Warrant #20
  7. Selectmen signed the fourth year option addendum to the contract for “Off road Snow Plowing” with Barry Emery dba Emery Enterprises. This covers the 2007-2008 season.
  8. Dodi gave a report from the last "Town House Committee" meeting that she attended. At this meeting they went over the plans for the new office and bathroom to be added to the Town House. The Selectmen have a few concerns that they would like to bring to the committee's next meeting on Monday, October. 29th. Dodi and Brian plan to attend the meeting.
  9. There was discussion of the Comprehensive Plan meeting with town officials that all the selectmen attended last week.
  10. Brian brought up the fact that he has some concerns that the Vienna Union Hall insurance is on the Town's umbrella policy. His concern was that the Union Hall has functions from time to time where people are allowed to bring alcohol. Dodi pointed out the Union Hall does pay its portion of the policy premium and that the insurance company says the Vienna Union Hall Association is responsible for any claims made against them.

  2. Bob Weingarten came in to look at his tax cards and maps
  3. The Town of Vienna has received a letter from the State of Maine , Department of Public Safety, asking if we are going to contract with the Central Maine Regional Communication Center to handle our 911 calls and Fire Department dispatching. We will draft a letter to the above stating that we will not be contracting with them at this time; we will continue to use the Winthrop dispach center.
  4. Selectmen received the certificate of liability insurance and the letter of bonding for Meader Construction for the 2007-2008 snowplow season.

  2. Dodi reported on a conversation she had with the office of Stephen Langsdorf, attorney for the Town of Vienna. So far no court date has been set for the trial of the lawsuit of Hall vs. Vienna.
  3. It was noted that the Town of Vienna had an approximate 46% turnout for last week’s election.
  4. Selectmen went over correspondence and reviewed bills for the next warrant.

Selectmen’s Meeting - November 27, 2007

At the meeting: Dodi Thompson, Chris Smith, Linwood Meader, Steve Lilley, Beth Evans from KJ.

  1. Selectmen Brian Church is still in recovery at the Farmington hospital. We all send him our best wishes that he will be home soon and continue to get better.
  2. Road Commissioner Linwood Meader reported on work he is doing on several of the town roads - work that needs to be done before the first big snow storm of the season.
  3. Fire Chief Steve Lilley reported that he, along with the other Mutual Aid Fire Chiefs will attend the Mt. Vernon selectmen’s meeting Wednesday, November 28 at 7:00. A representative from the Skowhegan dispatching center will be giving information on their service. Dodi will also attend that meeting.
  4. Town officials have been invited to meet with the County Commissioners, on Thursday night,the 29th at 5:30 to discuss the ramifications of the closing of the Kennebec County Dispatch Center on January 31, 2008. Also on the 29th, at 6:30, Steve, along with other fire chiefs, will tour the new State Dispatching Facility in Augusta.
  5. There was a discussion of the icy conditions on Route 41 (Town House Rd.) last Tuesday. The state uses calcium chloride, which does not seem to be as effective as sand. After a bad accident that afternoon, the town asked our contractor to do some sanding in the area for safety reasons. The state does not reimburse the town for the sand on such occasions, but we feel it is neccessary for public safety.

Selectmen's Meeting - December 4, 2007

  1. Reviewed and signed Warrant #23.
  2. Chris reported that representatives from the Maine Department of Transportation responded to the newspaper article about our concerns of their treatment of Rt. 41 ( Townhouse Road ) after a snow storm. He received several phone calls and DOT representatives will be coming to the December 11th selectmen's meeting to discuss the situation with us.
  3. The selectmen are still researching information about the PSAP situation and which dispatch call center we will contract with. The town of Vienna will continue to be dispatched by Winthrop no matter who we contract with to initially answer calls.

Selectmen's Meeting - December 11, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader, Jr., Steve Lilley, Beth Evan from KJ, Dot reps.

  1. There was a lengthy discussion with the Maine DOT representatives. Present were Donald Hutchins, Superintendent of Operations and Robert Holbrook, Highway District Manager, both from the Dixfield office, Richard Brown, Highway Crew Supervisor II and Mahlon Presby, Jr., Crew Supervisor I. We began by discussing the latest snow storm. Vienna did not see any plowing until around 8:20 A.M. , well into the storm. We also discussed previous storms (2) when the Town of Vienna used town sand on Rt. 41 for safety purposes and were not reimbursed by the state. The selectmen were given copies of the Maine DOT Snow and Ice Control Policy. After going over aspects of this report, the Dot reps stated that they wanted to work closely with the towns and appreciated this forum to do so. They also wanted to urge drivers to slow down and drive appropriately for road conditions. The selectmen were given several numbers to call to report any future problems.
  2. The selectmen voted to pay $200 to the Town of Chesterville for their help with beaver dam removal on Stream Road .
  3. Dodi reported on information from Dan Onion about the newly formed 30 Mile River Watershed Association. They have created bylaws and will become incorporated. The Board of Directors will be composed of representatives from all area towns and lake and pond associations. The 30 Mile group will hire a Lake Warden to serve all the bodies of waters in this area. This eliminates the need for Vienna to have its own Lake Warden . We will have an article at town meeting to raise money to contribute to the 30 Mile Association. The selectmen will possibly be leasing the town boat to them and appointing a representative to their board of directors.

Selectman's Meeting - December 18, 2007

  1. Reviewed and signed warrant #24.
  2. Dispersed and opened mail.
  3. The Selectmen had further discussions on E-911 calls and the two facilities the town could contract with to take these calls when the Kennebec County Sheriff Office's Dispatch closes down on January 31, 2008 . We will choose between the State Call Center in Augusta and Somerset County Dispatch Center . There will be an article in the March town meeting warrant to appropriate money for the contract.
